Newfoundland and Labrador has issued a tender for the first phase of the central Trans-Canada Highway twinning project between Grand Falls-Windsor and Bishop’s Falls.

The initial package covers subgrade construction over 6.2 kilometres, from the existing twinned highway near Grand Falls-Windsor to the Canadian National Railway overpass at Bishop’s Falls. The province identifies the broader $306 million highway twinning project as equally funded by the provincial and federal governments.
Subgrade is the foundation on which subsequent pavement layers depend. For delivery teams, earthworks quality, drainage and the management of interfaces with the operating highway will be important issues to consider. Tender issue marks a procurement step; it does not itself establish that a construction contract has been awarded.
